Balasaheb Thorat has not lost any election since 1985 from Sangamner seat. In 1985, Balasaheb Thorat stood in the election as an independent candidate and won. After that, in the assembly elections of 1990, 1995, 1999, 2004, 2009 and 2014, he continued to win on Congress ticket. Balasaheb Thorat has proved his worth and diligence by being an MLA for 6 consecutive times on a Congress ticket. This was the reason that the party high command saw the future of the state Congress secure in Balasaheb Thorat.
Balasaheb Thorat got recognition for his contribution to the milk cooperative movement. He laid the foundation of the cooperative movement and is considered the founder of the milk cooperative. Due to the milk cooperative, the milk producing farmers have benefited.
He also participated in the movement to name Marathwada University after Dr. Bhim Rao Ambedkar. Took a step to make free education for children from 6 years to 14 years.
Balasaheb Thorat, a lawyer by profession, started a water movement in the drought-hit Ahmednagar. He also emphasized on water conservation. Launched special irrigation missions for Marathwada and Vidarbha.
Balasaheb Thorat was the chairman of the State Co-operative Bank of Sangamner. He built a cooperative educational institute in his area.
Balasaheb Thorat handled many ministries of the state government. He was also the Minister of Agriculture and Revenue in the Government of Maharashtra. As Agriculture Minister, he started many schemes for the needs of farmers in the state. He made agricultural universities a means for the upliftment of farmers in Maharashtra and worked to take all agricultural schemes to the doorsteps of farmers. From soil testing to farming, emphasis was placed on modern and scientific methods of farming. Along with online availability of agricultural information, agriculture cards were also distributed to the farmers. Historical agricultural production is claimed in Maharashtra during his tenure.
