New York. Prime Minister Narendra Modi has left for America. There he is going to attend the UN General Assembly (UNGA). But this time his visit to America is going to be special for other reasons as well. Here is the Quad Summit on 24 September, where the leaders of the Quad countries i.e. PM Modi, Australian PM Scott Morrison, Japanese PM Yoshihide Suga and US President Joe Biden will face-to-face for the first time. Before this, the quad summit has been going virtually. Let us know what is quad? What does it do and why is it important in the context of the Indo-Pacific Ocean? Apart from this, why is it being seen as a new option against the growing power of China?
– Quad is officially Quadrilateral Security Dialogues (QSD). India, America, Japan and Australia are its members. Its purpose is to take care of the interests of the maritime borders of these countries, to fight climate change, Kovid-19 epidemic. It also has an important objective to counter China’s growing power in the South China Sea.
The beginning of the Quad can be traced to the 2004 Indian Ocean tsunami. Then India, Japan, Australia and America together did relief and rescue operations and sent relief materials on a large scale to the region. But after this operation this group was abolished. But in 2006, the then Prime Minister of Japan, Shinzo Abe, proposed to restart this group. He said that like-minded countries should join this group and cooperate in the security of the Indo-Pacific Ocean.
In 2007, Shinzo Abe resigned from the post of PM. At the same time, in Australia, Kevin Rudd became the PM, who was considered a critic of the Quad. He withdrew his hands from the quad under pressure from China. By 2008 the group was disbanded.
– In 2017, Japan again proposed the introduction of the quad. The first working level meeting was held in Manila. Australia also joined the India-US-Japan Malabar Naval Exercise in 2020.
The first Quad leaders will face-to-face on 24 September.
Quad is a soft group rather than a formal alliance. It does not have the power to decide. Like decisions are taken in NATO country or UN. This group works through summits, meetings, information sharing and military exercises. There is no complicated structure of this alliance. Any country can leave this group at any time.
